There are many approaches, first and I think the most important is to offer a good content so people have something to comment on. Also sharing personal opinion in this content. Building good network of commenters is not an easy thing and need time and hard work to be achieved.
In my own way I always ask my readers at the end of my article so I can hear comments from my readers. I comment to other blogs and I also use strategies you mentioned above. Great tips here!
